I don't really use full coverage foundations, but I saw people using them as a concealer, so I guess it could work. If you need something under the eyes, I recommend something light, like True Match concealer by L'Oreal if you find the right color.
I'd just buy
foundation, powder, mascara, blush, eventually bronzer and/or highlighter and maybe 2-3 eyeshadows for basic eye makeup or eyeshadow palette and lipstick. Also some brushes and/or sponge.
If you're not sure about any of those, try to find cheap brand that might have what you're looking for, look for few reviews and try cheaper version first - that's what I did with eyeliners and bronzers, just to see if they're for me. I read reviews, so I know it's not a waste of money and I get decent quality, but if it wasn't for me, I wouldn't feel bad.
Maybe that's just me, but I'm not a MUA or anything, so I didn't have a need to start with expensive, hq products + I can't spend all my money on makeup

And drugstore brands aren't bad. You can also check eyebrow products if you're interested, if you have nice brows you can just check out brow gels.
