Thats not true. More artists would be withholding their songs from streaming services were it not for the chart rules being what they are. Withholding streaming from the charts would change the marketing strategy entirely. You posts assumes this change in isolation when the reality is that a change in chart tracking would result in other changes in marketing and distribution.
Secondly, everyone has the same access to the same chart rules to help them do whatever it takes to get to the Top of the charts....particularly in this case because there is no radio component. It's only directly user generated components that factor into this chart.
