Also don't use Zygarde forms as an argument yet. They've appeared literally everywhere. They may still appear in Sun and Moon. Wouldn't be the first time alternate forms appeared after the original game.

Yes honey, the "wig" and coloration are significant adjustments to the head, and the pattern and structure of the torso both changed. This is not a pallet change. This is not what you claimed it would be. And if the little rocks on the bracelets don't do this,
it's not going to be the same thing even remotely and it's not what people are pissed about. Really not difficult. And it would be pretty ridiculously useless to change a pallet and boost the stats out the ass just for the hell of it, as well as a cheap and gimmicky cop out to keep them from the effort of designing new mega evolutions. So I'd still be pissed about such tomfoolery.
I will use Zygarde as an argument. It absolutely
would be the first time that a pokemon who is part of a trio that includes game mascots received a significant alteration in a completely unrelated set of games in a new generation. It's more likely than not that they were going to use the forms to go the Kyurem route with it, but then dropped it and forgot about it in favor of a new generation.
