She's an inexperienced ruler, but that is why she has advisors with experience. For the better part of the series she has been busy trying to amass an army, because she'd never be allowed to simply take her throne back, but she only had Ser Jorah to guide her in the beginning. Now she has Tyrion and Varys. She has to learn how to lead, and that means she'll make mistakes along the way. No leader is infallible, not initially.
As far as how the people of King's Landing would receive the Dothraki and her by association: The Dothraki's barbaric ways don't play a part in how she'd be received by the public. The people wouldn't follow her regardless. Her family was massacred. To rule, she'd have to conquer King's Landing. That's the only way. If that makes her a villain, then she's an atypical villain, because there's no other way to take back what is "rightfully" hers. If she conquers successfully, she writes her own history - one where she is heroine.
