Yuri's solo info/rumors was leaked around the same time as Tiffany's. YoonA'a song was even announced till the week before like other station songs. So i'm pretty sure it's a full solo, otherwise they wouldn't be talking about a concept.

Iirc SM actually confirmed Tiffany's solo debut alongside Taeyeon's + TTS comeback last September but I don't recall seeing any confirmation for Yuri's other than one Naver article. I actually have no idea what a Yuri solo would sound like so I'd be interested for that mess
