Well digital sales is very weak right now so it's easier to top the chart
I do think this has an impact.
In general lots of people have transferred to streaming services to consume music... However Prince isn't on most of them. So people have rushed back to iTunes for his discog. But the numbers needed to go top 10 on the chart are far lower now.

It's a combination of both sales level being so low and his music not available for streaming. Not sure which is more important, but certainly he can only have the full top 10 with both effects together.
I think the main reason is that his music is nowhere to be found and now that streaming (Youtube, Spotify, Apple Music etc.) is so big that "pushes" people buying his songs/albums.
