NO! This is a RADIO chart, the Billboard one is a combination of this one and iTunes' sales

Ignore what the guy said that Billboard combines radio chart with sales for Pop Songs (Top 40 Mainstream), they do that for Hot 100 as you might already know.

Yes, Lady Gaga went #1 on Billboard Mainstream Top 40 before she went #1 on Mediabase Pop, The difference is that Nielsen Soundscan doesn't use Mediabase numbers to it's airplay charts, so on their numbers Lady Gaga was already #1. As you may know, all airplay numbers from Billboard are measure by BDS which differ from Mediabase (usually by a very very small difference), since we don't have access to BDS numbers, we use Mediabase as a preview of Billboard airplay charts...

But yes, Mediabase Top 40/Pop usually is the same as Billboard Mainstream Top 40 (Pop Songs), but Mediabase has it's official updates on Sundays and Billboard on Wednesdays...
