It depends:
23 - 55 - 76 - 91 - OUT is not a hit (though Billboard would class it as one so you could say it technically is, but I would understand if someone said it wasn't a proper hit)
99 - 76 - 66 - 61 - 45 - 32 - 30 - 29 - 26 - 25 - 23 - 29 - 35 - etc. is a hit.
I can't remember exactly what Hide Away did but I think it was more like the 2nd one, I remember it charting for months, and to do that and get as high as #23 your song will have to be known by tens of millions of people.
