It's not even close to being the same. Country has its own charts, its own award shows, etc. Pop/Rock is literally just a style of Pop....Pop with Rock influences. It's still Pop music, which Katy has always been. Not to mention, it's not like Katy drastically changed anything between her first two albums...it's all been different kinds of Pop.
The only songs of Taylor's to chart in the Top 10 of the Hot 100 before Red were Love Story and You Belong With Me.....she had a couple songs from Speak Now debut in the Top 10 due to being iTunes countdown singles and having a big first week of digital sales, but they immediately dropped....this is because Country songs RARELY chart high on mainstream charts like that. That's why they call songs like Love Story, Before He Cheats etc "Crossover"...because they're crossing over from the Country charts to actual mainstream ones. Country is where she built her fanbase and her career, and she was lucky enough to have a couple songs blow up and crossover.
Country fans are very loyal to artists within the genre, but are very quick to turn on an artist if they don't think they're "true country". During the Red era, there were always angry Country fans on social media saying she's not country anymore, she shouldn't be there, etc. She was risking losing the loyal fans that built her career when she dove into Pop.
