For what though, like save that until after the first Tour date starts at least. HDD was doing the same thing with these hints last year with ANTI saying it'll drop whenever. Like we know Bey's album can drop anytime now. The only thing that's not guaranteed is whether Bey will do it before the tour.

Because they are afraid of her not releasing before the tour, which would make it 2013 all over again. It'd also be unfair since they spent so much $ on tickets just for her to perform material that she's already performed two years ago.

In the case of those who purchased tour tickets in hopes of a new album existing by the time of their dates, then yeah I could understand the frustration. I didn't think she would pull that stunt twice, but time will tell whether that actually occurs or not.
