Depends on the artist.

Classic ballads:

Namie Amuro - Can you celebrate?
Ayumi Hamasaki - Seasons
Utada Hikaru - First Love
Koda Kumi - Yume no uta or Ai no uta or You

Albums filled with classics:

Namie Amuro - Best Fiction
Ayumi Hamasaki - A Best
Utada Hikaru - Singles Collection vol. 1
Koda Kumi - Best ~first things~

I recommend you start with those 4 best of albums. Then, move on to those artists' other best of albums, then experiment with their studio albums.

- "Ringo no Uta", Shinna Ringo
- "Invader Invader", Kyary Pamyu Pamyu
- "Plastic Girl", Capsule

Are all worth a listen. Very solid singles ~

It depends, if you're asking songs with huge success
Everything Lights and Waves posted is considered a peak for each artist
(I would also recommend everything he posted)

IMO the best songs outside the main 4 female acts would be:

Miliyah Kato - Sayonara Baby
Kana Nishino - Aittakute, Aittakute
Miwa - Faith
Perfume - Laser Beam
Supercell - Kimino Shiranai Monogatari
Flower - Taiyou to Himawari
