I feel that statement is more "Beyoncé stopped trying to make her music climb the charts" rather than "making music for the charts".
Clearly songs like Pretty Hurts and XO and even DIL are made knowing what's also hot in music, but she's let them speak for themselves. Times have changed since CIL was released. If she didn't promote it then it wouldn't be the iconic hit it is. But now with the internet being so prevalent in how we share and consume music, a song like Formation which is never released is known by people of all generations, all around the world and that would be the case even without the Super Bowl performance.
She knows her power and she uses it well, I think.
