I don't understand how it can spend half the week in the Top 10 on iTunes, the rest predominantly in the Top 20, then have essentially a Top 40 radio component and only be #28.

Yeah, I won't lie I was a bit disappointed too. One part of the problem is that its iTunes peak (#4) was essentially split right between the cutoff for its first week and its second week. It spend the first few days of the first week in the 60's, then climbed to the 30's, then climbed to its peak of #4, which is what give it a debut of #36. The next week, it was at #4 for maybe a couple hours at most, then fell to #12 by the second day, then was at #16-#17 for most of the week, then fell out of the Top 20, but its streaming stats were so low compared to the rest of the Top 30 on iTunes, which is why it ended up at #28.
(Also radio isn't factored into the charts, but radio is the best way to get listeners to buy + stream the song, which do count)
She could have had a higher
peak had her full time in the Top 10/20 been attributed to one single week, but that would mean no second-week rise and essentially less longevity. Honestly I'd rather a higher peak but I'll take longevity too.

Yes, and #41 on radio when most other songs in Top 30 on iTunes are Top 30 on radio as well. Radio is slow to pick up a song by an Australian pop singer.
Just on that though, the good news is I just checked and its Spotify streams have actually surpassed the YouTube views, which is good for two reasons: a) it means people are actually liking the song (and not just checking out the video because it has a Home and Away star in it / the ads are on TV) and b) its increasing on Spotify a LOT for it to overtake the YouTube views which were quite a bit ahead at one stage.
One other thing that might be hurting the song's performance is the fact that her role on Home and Away is actually quite a nasty one, at least at the moment. If people don't like her character they're not going to want to listen to her music. My hope is that by the time it starts gaining on radio and in streaming, her character's plotline will have come to a close on H&A and people start to like her and thus check out her music. It's a long shot but it's possible.
