Carol is not turning into Morgan.
She is clearly still capable of doing unspeakable things to protect her family, which Morgan isn't. But she's having an emotional breakdown over it because it's weighing in on her.
Which is part of her continous development, she cannot remain stagnant in stone-cold killer, that would doom her character for sure, because as this episode proved, if she continued down that remorseless path she'd end up like Paula, and die miserably as well. They were written as mirror characters.
Like Paula said, she stopped counting at double digits, stopped feeling, if Carol did that we couldn't root for her anymore, there would be no morally grays in her character, she'd be a straight up villain, BECAUSE she struggles and is a good person at her core is why we love her.
