It never was a TOTAL anthology. It was always going ot have the surviving characters move on to a new location & such, and that's what this is.

I'm still fuming about how Ryan kept lying, though.

First he said 4-5 would survive, and move on.

Then when 9 (technically 10) survived, he said he meant only 4-5 would move on.

And then Emma, Jamie, Lea, Billie, Abigail, Keke & Glen (7) are all returning.

I think they said Bieber was possible since he stated he liked the show or something like he wanted to be a part of it. People also thought that Harry or Zayn were the other possible choices because Ryan said that a popstar who doesn't have a solo career (or something like that) wants to be part of the show. I remember people posting things about that since the Summer Camp rumors.
