I don't think Gaga had started copying Madonna yet when that video was filmed though. She was more of a dollar-store Bowie/Grace Jones back then
She probably got the idea to rip Madonna off from Katy giving how interested she is in all things Katy-related (see: the trendolizer tweet, her pretending to be bi-sexual after IKAG etc)
