As expected. Dem's are in incumbent party, whilst the GOP are the 'opposition'. Numbers for Dem turnouts were never going to rival 08; the ferment of a failing economy + 8 destructive Bush years pushed Dems to vote in the primary. Now they do not have the same motivation. The coin is now flipped.
Also, in 00 Bush v Gore, Republicans had record high turnout yet Gore won the popular vote in the GE (though not electoral college). Personally I will not read too much into these turnout numbers.
Remember, many voting for Trump are independents who will not support any other GOP candidate, whilst supporters of Cruz/Rubio are hard establishment figures that would not come out for Trump.
