The list published by the OCC in 2012 only includes physical single sales and download tracks and excludes collaborations. The 23,174,898 figure takes into account physical single sales, download tracks, 'streaming' sales and collaborations.
The top 12 from the OP is wrong, though. (Beyoncé's sold over 12M singles/tracks in the U.K.)

So those updated sales make a lot of sense. The lengths some of yall go to try and discredit her. Yall always lose though.
It definitely includes streaming since she hasn't moved 4M singles since 2014, but that's still incredibly impressive. After Madonna, she is the queen of the U.K.
This is cool, etc (not "cool", tremendous result, actually), but I highly doubt Fab Four hasn't sold some extra amount of singles since 2012, so I really doubt these sofa metrics until official receipts.. not the first time they ended up being not-so-accurate
Anyways, if she hasn't surpassed Beatles yet, she's definitely on her way, and comes closer than anyone
Even if it includes streaming she isn't the only one benefiting from them. UK single sales are dead anyway. Of course it makes sense to add streams. Get with the times ATRL.
