Oh yeah it would have reached #1 for sure specially with all the anticipation she had (DC just ended and a follow up to DIL) on top of all promo and performances she did that summer. The chorus is much catchier. I don't know for how long it would have been at #1 but it would have competed with London Bridge and Promiscious... she could have had at least a week or two at the top.
I get what you're saying, it's a bit hard to explain but I get it.
I think their collab trinity is Crazy In Love, Upgrade U and On The Run. It perfectly describes their relationship and all seem so effortless, they just blend well. I kind of wish they would have submitted OTR for the Rap/Sun collaboration in 2015 and not 2014. No one really knew it in Feb. 2014 but after they named the tour that.... their name alone would have snatched the win, but it really is a great song and a flawless collab.
Before that we had On The Run, 7/11, Naughty Boy song, Coldplay song. Vogue, a few other magazine covers, Made in America, Global Citizen, Tidal event... Y'all acting like she's been on blackout for 3 years. 
The fact that she didn't even bother to fully memorize the lyrics...
