Tiffany is smart and playing it neutral with megan vs John. She knows that both can't survive in the house together and will eliminate the other - she doesn't need to do anything. Thus she's leaving them to fight it out with each other cause why watse energy? I guess that's why she was laughing, cause it was a self destructive mess.

It was only messy for tiff when she incurred collateral damage through getting megan mad at her.

I think Gemma thought it would be funny to Tiffany to do that but you can tell people in the house are just getting fed up being there I mean crappy food, random games, dirtiness, no privacy,no phone,tv etc...
