It's basically when they take the songs and make sure the volume and effects are balanced properly.
Producers can be mixers/masters too, but they usually have other people work on it because it's better to have someone that's detached from the work, they'll be able to listen without bias. Not to mention these guys expertise is SOLELY on this job for the album. So it helps quite a bit. If you go on Gaga's wikipedia page for her albums, you'll see a list of everyone who was involved in the process of mixing and mastering her albums. It's not just "A list" people.
Gene Grimaldi has mastered ALL of Gaga's albums. Dave Russell (R_2_D_2) has been with her since The Fame but hasn't mixed/mastered all of her material until ARTPOP which is how he knew the albums release date.
