Ryan has been saying there were only 13 episodes for a while. It was originally issued 15, then after they aired the first two, it was cut to 13. This was the full season order. I don't think he started saying that until after it premiered honestly. Which was likely just to save face. And I'm sure he was prepared for the possibility of more episodes.
This show has never presented itself in a less-is-more kind of way, so I just believe that he might have had some expectations of it being a conventional full season.
These are responses to other posts I'm too lazy to quote:
- Empire only had 12 its first season because it was a midseason replacement. The second season has 18 because they don't want to beat it to death to destroy the hype (basically FOX is just trying a different marketing strategy).
- The Following only has 13-15 a season because it was also a midseason replacement and not a huge success.
- How To Get Away With Murder has shorter seasons to accommodate Viola Davis' movie career.
- And Quantico is a ratings hit so it has been given a full 22 episode order.
I'm not trying to be a know it all, but all of these shows had specific reasons why they were shorter and I'm just coming from this with a knowledge of how network television works. Scream Queens had the flexibility to kill off any main cast members who couldn't stick around for a full 22 episodes and premiered in the fall and it had a big promo train behind it. If it had been a bigger hit, it probably would have gotten at least a few extra episodes ordered if not quite 22 just so FOX could keep it for a bit in the spring.
