No. The taking off chart measures the spins coming from stations that just added the particular song. In previous weeks, Focus, I Used To Love You and Sorry were charting in the Taking Off chart although they were already in the pop top 50, simply because they were receiving a lot of support from stations that had added them that week.
But being high on the Taking Off chart is usually an indication that the song has a chance at debuting. Tinashe's Player was in the top 5 of the taking off for 9-10 days before finally making its debut at #49.
