Does Poker Face technically meet the requirements for a Diamond certification? I know it was close.

No they don't because Ariana Grande's My Everything was able to get a Platinum certification with the help of streaming. It sold less than ARTPOP.

My Everything got certified platinum because her label sold at least 1M copies.
Track sales and streams are not included.

It's more about retailers. Why did they buy that many copies?! Unless her label sold many copies through some service.
Sony Music had 'high' expectations for FF and they probably thought it would sell 1M.
As for ARTPOP, who knows? Perhaps it's eligible.

Either way, I'm sure ARTPOP has definitely shipped more than 1M copies, considering almost 800,000 of those were bought.
Let's see...the album was shipped about 2,5M copies worldwide as of the beginning of 2014.
Considering she sold about 1,8M copies out of these 2,5M (as of then), that means 72% of those copies were actually bought (80% if we consider that no more copies of ARTPOP have been shipped since the beginning of 2014)
If the same goes for the US, 750k meaning 72% of the total shipped, it means more than 1,050,000 copies of ARTPOP have been shipped in the US.
That's just an assumption.

I'm pressed he didn't get a Platinum certification for ARTPOP. 
I guess he's waiting until the next era actually starts. It shouldn't be too long from now.
EDIT: Mess, The Fame is really under-certified. I think with shipments it qualifies for a 5x Platinum award.
