They should have something for him, maybe you can just get him a video game if he plays those?

I think it can go either way, some kids can be really mature even at a young age and will do fine, others just won't understand the responsibility of taking care of another living being. Some also just might grow into it after a while. I'd think it depends on the parents a lot, how they approach it and how they teach the child to handle/treat the pet.
My situation was exactly the opposite; I never had a pet as a child because my parents thought I would neglect it and then they'd have all the work. I was very sad about it because I always wanted to have a pet, I didn't have a lot of friends so would have enjoyed the companionship of a dog.
