One Direction didn't severely discount their album, they're just letting their obsessive fan base flock to Target and Walmart to buy four different albums of theirs because each boy has their own cover. All those albums are at full price. At the end of the day, One Direction will have made more money off the album than Bieber even if they do debut at 2. At least it's not a borderline cheating number, I guess Bieber's team cares more about the chart position than the actual revenue generated from it.

Unless you're selling as much as Taylor Swift or Adele then album sales don't general that much profit.
Justin and One Directions main source of profit come from touring which is why One Direction tours pretty much every single year.
Justin's team is smart. They will get more publicity from beating out the British boyband no one likes. Justin's image has been improving little by little and his team is making sure everything goes in the right direction.
At the end of the day, neither artist will likely see much from their album sales profit since majority of that will go to the company anyways so who cares how much revenue it generates?
