i dont really mind this cover.. i love the font actually, even though i think she could have stayed with the font from "the fame". the picture does make me think of a monster and i like the pose, but i think it could be a bit more interesting.

That red outfit is inspired by The Statue of Liberty and the New York fashion.
The blood scene was a reference to one of the greatest bel canto operas of all time: "Lucia di Lammermoor" by Donzinetti. There's a famous scene called the "mad scene" where the bride just killed her groom and enters the reception hall with blood stains on her dress. It's one of the most iconic scenes in operatic history.
The thing I hate most about the album cover is her hair. Out of her wigs and hairstyles, that's like my most hated. It just looks horrible. It would look much better if she used any other hairstyle.
She also could've done a Marilyn Monroe inspired cover, kind of like the Fame Kills promo.
Ehmz, the blood suit was AFTER her performce, GaGa has been offered for the fame, and it's normal in old inca mythology that those people are still there but just, like that...
