4Kids has never produced a dub.
What they've done is basically taking the art of someone else, change the personality of basically all characters, changing 98% of the plot, changing/removing/censoring/editing important scenes.
So basically they create their own anime with a TOTALLY different plot using someone else's drawings.
To be called a DUB they would have to let character names, plot and scenes UNTOUCHED.
Elfen Lied, Death Note, Digimon LATIN version are good examples of what a dub is.
