She literally cannot use that singing voice anymore. Most of The Fame are all songs she did in 2006 or 2007 at most.

She can't sing Paparazzi, BDR, The Fame the way it sounds on record because she can't really make that sound anymore as far as I know.

My one complaint about the masterpiece Paparazzi is that I wish there were less vocal effects because I loved the soft, sweeter Gaga voice she sang it in. RIP Paparazzi voice
