Come On Over spent 0 weeks at #1 in the US. It spent less weeks in the Top 10 than 21 despite slow burning. It had 0 #1 hits. It had one moderate pop crossover. It had the same number of country hits as Taylor Swift's Fearless. And 21 outsold it or sold the same as it in every non-US market despite the utter collapse of album sales. No, I don't think they're usefully comparable.
It's impressive that it was a studio album vs. a GA one since Japan usually buys tons of copies of the latter. Some girls want to believe that Ayu won in the long run, but it's Utada's name I often see referenced in Japanese novels and other media.
Utada clearly won. Both of their discographies are amazing though. They both won in the end but one went on hiatus and the other sang tribute songs on an album dedicated to the other.

It's also hardly what I'd call an arbitrary record...
When you look at the album's overall magnitude its failure to hit number one seems kind of moot. It's like 20x Platinum in the US, which puts it in the uppermost echelon of successful eras no matter how you cut it.
You're Still the One was also a massive hit; that it didn't go number one is pretty moot as well.

Operator actually nearly put me to sleep. Willows, Blue Pool and Matter Of Time were the best 3. Nothing Where Something Used to be was pretty good too.
