Yes, Rebel Heart is overall better than MDNA, even though nothing on RL comes close to songs like Girl Gone Wild, Masterpiece, Gang Bang or Love spent.

Wash All Ove Me's demo was ****ing fire, literally the only song i was excited about to hear finished and then it was released totally different into literal trash

In conclusion Hard Candy and MDNA are trash but had a couple of GREAT SONGS and left you satisfied, while Rebel Heart might be cohesive, some great lyrics, but not one outstanding song..
