Thriller dominated 2 years just like 21, but also had like three decades of amazing catalog sales afterwards. I don't think 21 can match that (even if you take into account the market decline) unless she dies

If you want to get technical with long-term catalog sales, other albums (e.g. Sgt. Pepper) have much more convincing numbers than Thriller.

* The Sound of Music was the best-selling album of 1965, 1966, and 1968
* Sgt. Pepper was the best-selling album of 1967 and the entire 1960s
* Over 70% of Sgt. Pepper's sales are catalog sales

In other words, Sgt. Pepper was bigger in one year than an album that was the best-selling album of three non-consecutive years and yet almost all of its sales come from catalog sales over the decades since.
