But for the sake of discussion, the two Germans and dog have Vadge at about 183M - 65M (i'm sure the number is greater now with her latest releases) = 118M outside the US.

If the two Germans and D0g have Celine @ 167.5M - 50M (I'm sure the number is greater now with her latest releases) = 117.5 outside the US. And that's not including a good amount of her other albums.



Even so, going back to your original post, if one includes Titanic OST (which people bought for its signature song), then I'm right again.

Not to mention Billboard 200 back then had so many stupid rules like this one

Billboard defines a catalog title as one that is more than eighteen months old and that has fallen below position 100 on the Billboard 200. Albums meeting these criteria are removed from the Billboard Current Albums ranking and begin a new chart run on Top Pop Catalog Albums.

Thriller dominated 2 years just like 21, but also had like three decades of amazing catalog sales afterwards. I don't think 21 can match that (even if you take into account the market decline) unless she dies

Xuxa is the queen of Brazil/she makes music for kids. Even I know who she is. However, she's released a gazillion album and her sales aren't that reliable since they all come from Brazil which doesn't really have the strongest chart tracking history. I'm fairly certain Umm Kulthum would make that list if people counted her sales as she's the Adele of the Arab world.
