UPDATE: Public has chosen NO and thus the gay marriage and adoption law passed by Parliament in March is no more.

This is NOT a gay marriage/adoption ban. If Slovenians agree with the law's repeal it will only roll back marriage with full adoption to civil unions with stepchild adoption. Although, referendums are expensive so this will set marriage back a few years since Parliament won't want to risk it so soon afterward.

Will voter apathy save the day?
The last time the public held a vote on full adoption rights, the critics succeeded in repealing the adoption clause in the Family Code, but only about 1/3 of voters participated.
1/3 was the entire electorate: the breakdown was 55% for repealing gay adoption, 45% in favor of gay adoption. So if turnout was the same as back then and the YES TO GAY ADOPTION voters stayed home, this referendum would flop due to lack of participation. It will be a big risk though as the call may be too close for comfort.
Right now, gay rights groups have to decide if they should risk it and convince people to stay home so the threshold isn't reached (like in Slovakia) or convince enough people to vote in favor of gay marriage (like Ireland) and adoption.
"The Court previously blocked the referenda on saving banks and the building of the islamic cultural centre in the capital. But of course the gays are subhuman, so who cares.
The referendum will take place around Christmas and we will lose so hard it's going to hurt for a decade, I'm sad to say."
Okay, my friend cleared up the rules so it looks like apathy may be the quickest way out, but in the end the Constitutional Court itself could end up having the last word:
First, the requirement is a bit different: the law is only repealed if "a majority of voters who have cast valid votes vote against the law,
provided at least one fifth of all qualified voters have voted against
the law".
So let's hope turnout of no voters is low enough.
Secondly, the Constitutional Court only said the parliament cannot declare a referendum unconstitutional. If the opponents were to succeed, the good guys can still appeal to the Constitutional Court saying the result violates the constitutional ban on referendums on human rights. We would still have a good case here.
So reading back, I made some mistakes, the last turn out rate was 30% and the new rules are over 33% of the electorate must participate. I'm checking to see if there are any other conditions.

With some luck, the marriage law will survive on a technicality
Dušan Vučko, a spokesperson for the Slovenian electoral commission, told Delo that a minimum of 343,104 voters (20 percent of more than 1.7 million registered) will have to cast their vote for the result of the referendum to be valid. More than half of those who vote will need to reject the law in order for it to be overturned.
The President has said he is in favor of keeping the marriage law
