This thread is just ping pong between two adamant opinions: some say she is, others say she isnt. Its just gonna go round in circles for all eternity. Maybe in 30 years opinion may change. Time can definitely add to ones legend status.

Because she isn't. She's only famous because of her brother, she had a cute run in the 80's/90's but most people outside of the US don't know her music nowadays. They know the name Jackson and that's about it. Before I came to ATRL the only Janet song I had ever heard was "Scream" and that was because of Michael. Ask most people under 20 in the UK to name a Janet Jackson song and I guarantee the majority wouldn't have a clue.

Exhibit A: Nasty was the main inspiration for the New Jack Swing sound which dominated the following years (and whose influence reverberates in every corner of pop to this day). Even MJ himself had to switch to that style eventually.
Exhibit B: Rhythm Nation was the first and only album to achieve 7 top 5 hits, and set the blueprint for the ideal modern era. The video for Love Will Never Do was one of the first to exploit male sexuality from a female perspective.
Exhibit C: The Velvet Rope Tour directly influenced Rihanna, Usher, Chris Brown & Beyoncé's tours.
Exhibit D: Britney Spears's career is heavily indebted to Janet, especially her performance style in her first few eras and her music from 01-05
Those are just some of the things that make her a legend. Her influence and receipts make up for being local IMO, but I can see how outside the US she's seen to be in MJ's shadow.
