Interesting, it still sounds like quite a grey area, though. What amount does Billboard consider an "anomaly?" They did at least confirm that the purchase of 10 albums would still count as 10 sales (the paragraph immediately following the one you quoted), so at least stans can stop purchasing every single album on a different receipt. I don't like how subjective Billboard sounds on this topic.
