Genuine question, honestly no shade intended at all, do we have any proof that multiple purchases on one receipt only count as one sale? I feel like that could be one of those urban legend things with nothing to back it up.

Interesting, it still sounds like quite a grey area, though. What amount does Billboard consider an "anomaly?" They did at least confirm that the purchase of 10 albums would still count as 10 sales (the paragraph immediately following the one you quoted), so at least stans can stop purchasing every single album on a different receipt. I don't like how subjective Billboard sounds on this topic.
