They are reliable in general but not when it comes to R8 (at least until now). I'm pretty sure they had no idea what was going on with the album until 3-4 weeks ago. That's why they were teasing the whole summer. I don't think they know the release date. They are teasing just because it's known that the album is really coming the next days, but not because they know something more.

RD knows everything because they get the inside scoop prior to the big public reveal. They knew the album cover was being revealed, they knew the album title, they knew the album was pushed back, and they know the release date. This is nothing new.
