Best selling...now....over time. Those are sales that have been accumulated over YEARS, including years after the incident. They were not the best selling anything in 2008

On the contrary, Chris Brown is known as the guy who beat Rihanna. He is local and his hits are forgotten. Rihanna on the other side is a global popstar with a 150M grossing tour, like there's no competition

Good Girl Gone Bad still yet to hit the 3M mark in US with nearly 10 singles. 
Literally all the big Pop Girl eras at the time / after with as 5+ hits have all skated pass 3M in sales. The Dutchess, The Fame, Sasha Fierce, Teenage Dream, and 1989.

RihLORD was an international SUPERSTAR by GGGB, he was a dime a dozen mid 2000s R&B singer. The only reason why he's known in the rest of the world was because of the incident, get real

Ke$ha had about 10 back-to-back hits in the same time manner as Rihanna, and look where she's at now? Hits /=/ established.
Rihanna's album sales were pitiful and prove how much the public didn't care about her outside digital singles. MOTS didn't even make T100 selling albums of 2005, A Girl Like Me was the 44th best-selling album of 2006 with 3 T10's, and GGGB as said hasn't even hit 3M despite having almost 10 singles.
We also know she had no acclaim, couldn't tour, and was almost bankrupt + Rated R literally bombed just a year after that huge era. She was a 100% non-factor outside digital singles. She didn't become a relevant force until Loud.
