Lol at some people defending the ratings. You literately can't. Fox spent TONS promoting this show with constant TV spots, billboards, etc and it made a bit more than the Scream pilot ratings. Everyone was expecting 4-7 million and the results are just tragic. It will probably get renewed for a season two soon since it will do really good in DVR I guess but it's just .
EDIT: Oh, it apparently got 4 million total views. That is a little better but n.
I was watching the first episode again and Chanel is such an amazing bitch, "okay, Pissy Spacek...." line had me lol again. Ryan and co are amazing for writing this kinda sentences.
The excuses in here. Fox's 1 of the top 4 networks, even people without cable have the channel. If American Idol can get 30 million viewers, and the SuperBowl can get over 100 million on the channel, clearly shows you pretty much anyone with a tv's got Fox.
Anyways looks like the show's getting canceled soon since Fox ordered a rush finale -

Of course, it's entirely possible that it won't be cancelled, but simply taken off Fox and made into a web series, if the web numbers are good enough (I watched on Hulu, not on TV)!

The silver lining for Scream Queens is the show’s ratings largely held steady over the course of its two hours, so almost all the viewers who started the show completed it — that kind of retention, especially over an unusually long premiere, is taken as a good sign (and that opener covered a lot of storytelling ground). So Scream Queens could still build, or at least maintain, its rating. Fox points out the show skews young and female and they expect a big boost from future DVR playback.

Yeah no, it's definitely not getting a mid-season cancellation.
It's not gonna get cancelled though. Even if it does worse it is probably going to excel on DVR ratings and online streams (iTunes, Amazon, etc.), which is how Scream survived.
