She is the owner of the hotel, everyone is connected to her and she'll be 8 episodes (with probably a lot of screen time) and there are 2 episodes with a totally different storyline (Lily Rabe's character) and one episode Murder House.
You are not considering everything. Dr Arden and the pope were supporting characters of the supporting characters, there wouldn't be any major difference in the overall story without any of those.
Whereas Gaga is the OWNER of the Hotel - which is the theme of the season
Has sexual relationships with 3 males and 1 female (all of them MAIN cast), Kathy Bates works for her, Sarah Paulson and Evan's character are located in her HOTEL and so on
It's wishful thinking on your side and you will end up being dissapointed.
Again - someone can be in ALL 13 episodes and still be less important character than Gaga
Gaga's presence is felt over the entire hotel, that was said in the last First Look video
It's an ensamble cast and Gaga is a main actress / character, part of the ensamble cast, which wasn't the case with Dr Arden/the Pope
