Picking a "best" album out of PRISM and TD is like splitting hairs anyway, both albums are fantastic pop records with their strong points and their weaker points.
OOTB is, unfortunately, the clear outlier here... not that it's bad, it's just not up to the standard Katy's set herself since 2010. But I'd rather that than have her peaking with her debut.
Regarding the tour, the PWT has the ability to do much more than 11M. I've been periodically looking at some of the dates on her tour and I think most people here are underestimating how much she'll do in the next several dates. Most of them are close to, one or two of which are, sold out. These places are Stadium sized and from memory hold up to 30-40k people.
A guesstimate by me would be around 20-26M tbh. Bookmark it.
It's so random of her to not do any stadiums, then have a huge break, and do one (is it more now?) stadium right at the end of the tour. She should have just stuck to areas and seen her original plan out.

OOTB was a great 5-track EP
OOTB has more than 5 good songs though.

I like your logic and I kinda agree. But IMO PRISM's lows are lower than TD's lows (does that make sense?) So while PRISM is a great pop record, TD is still her best album for me.

OOTB is great too, but the others are pop perfection.
