As far as since Kworb started tracking, it probably is, but I don't think it is overall. There was a #5 Pop hit in 2004 called "Meant To Live" by Switchfoot, which lasted 29 weeks on the Billboard Pop Songs chart, but if you go and look at the Pulse listings from back then, it had spent several weeks in the 40-50 range. It had only peaked at #24 (at that point) in its 16th week.
I don't know how quick it rose from #24 to #5, though.
