If he was a legend, he would be able to release his album and tour without hits. That is the ultimate proof that he isn't those things - he doesn't stand out in anything to the general public and he is not a global superstar, not even in his peak. He is also not a big celebrity.

He had a great career, but he will never be considered a legend especially with his latest choices on his music (the decline in quality).
