Streaming is not included in countries like Australia, Canada, Germany France, Brazil, etc
Even the UK back then. Only the US certifications are inflated but then again, we have known sales.

The Fame (Monster) sales have been 15-16M since 2010. The Fame Monster EP sales are also US and Canada only.
It's roughly 120M, as Timber said in the OP.
