Tbh, Twisty kind of sucks, but you're the only one who can control your expectations. It's Ryan's job to hype people up. Clearly, there were a lot of people let down last season, so they're going to have to put in work to get people to be excited about the season. Even though Gaga is technically a vampire, she's not a conventional vampire (she can go out in daylight, doesn't have fangs, uses her claw instead of teeth) there still may be surprises that we don't know about her character.

Literal nobodies like Finn Wittrock, Zoe Kazan, Richard Cabral got nominated for Emmys this year because their shows were on people's radar, the same can happen with her too since she is actually known by those people, albeit it is for being a popstar but they know her and the first part of Emmy voting is mainly a popularity contest. 
Also Ryan Murphy actors always get nominated , Niecy Nash is in Scream Queens and she got nominated this year for a show noone bothers to watch, so don't rain on people's parades just because you don't think it is not going to happen.
