Gentleman went top 5 (which is higher than what Good Time did). If she's not a one-hit wonder then neither is PSY. And everybody knows he's one.
Oops, I forgot about Gentleman. Well then Psy is in the same situation as Carly : not a one-hit wonder chart-wise when taking into account the strict definition of the word (Gentleman is nearing 900 million views) but most likely a one-hit wonder in the eyes of the GP.
