The usage of gifs as such is a trend.

If you look at the reality of gifs/jpegs/smileys/lingo they aren't popular for usually a length of time and then fade off in for something else. To trend is to basically become popular for a certain time and then it fades off. To have each have a challenge seemed to be redundant and made more sense to just combine it and give people the choice since in reality people are not going to be likely to be like its time to make this smiley a smash or this gif a smash, they want whatever they find clever to smash and trend when they find it.
Another example of what I like is with the Twitter. When something big is going on it trends. This is basically what goes on with all the aforementioned trends. They become big, everyone uses them, they become trendy.
