– Always provide a source, whether it's an article, photo or tweet. It had to have come from somewhere.
– Not every celebrity Instagram post is worthy of a thread. If it's only interesting to fans, discuss it in the celebrity's Fan Base.

The first one was posted by a Leona Lewis stan and it relates to an official magazine cover. It would be unreasonable and unfair to close every thread that mentions Leona simply because ATRL members cannot stop trolling her.
Also, mods can't keep track of everything. If it didn't get reported, it didn't get reported. It was probably overlooked because if it was reported, the unnecessary capitalising would have got erased.
The second one wasn't closed for above-mentioned reasons. Plus, the OP had no *keyword* blatant *keyword* trolling intentions with said thread whereas you purposely used clickbait in your thread title.
