If Britney did 15, that means Oops did 25. Quite a big decline. But she was under a radio ban so the decline has an excuse. Without the ban, it probably would've been the same as BOMT to OIDIA.
Even though there was a major decline between Oops! and Britney, it probably would've been a lot worse had she tried to recreate her previous albums and keep her sweet, bubblegum image in tact. After 9/11, the general public basically just ****ed over teen pop altogether and left it in the dust.
I mean, Jessica Simpson's 2001 album didn't even go platinum, and that was in ****ing 2001 when even artists like Mya and Shaggy were scoring platinum albums.

Britney was the only one without a hit in the U.S. & that makes it even more impressive.
Plus it was her third album. Songs in A Minor was Alicia's debut, Missundaztood was P!nk's sophomore album and Laundry Service was Shakira's first English album/breakthrough.
If the radio ban or 9/11 didn't happen or if the album was released before, it would've had a smash hit and it would've sold way more. It would've at least sold over 1M in its first week.
