I think it would have been better if Dandy hadn't become, as you say, a parody of himself. If he actually had some thought-provoking dialogue or conclusion to his character arc, it would have been better. I think the water cage scene still slayed, though. The cinematography and the irony of the "freaks" watching a show with the biggest freak of all felt awesome. Desiree's iconic popcorn eating >>>.
In my opinion, part of this was the show having an identity crisis throughout the whole season. It didn't know whether it wanted the main focus to be Twisty, Dandy or Elsa, and many of the other areas suffered, especially the development of many other characters.
Elsa, Ethel, Bette, Dot, Pepper and Penny are really the only characters that go through a complete arc with definite change and healthy development. Most of the freaks, including Desiree and Twisty, never develop at all. Dandy's arc doesn't reach a real conclusion. Other characters like Ima Wiggles, Chester Crab and Marjorie were completely useless.
